Below are reference points for RTOs who have to submit AVETMISS data files to Skills Tasmania on training delivery. Also are examples of AVETMISS outcome codes (students results) that are commonly used.
The following includes:
- electronic information regarding the AVETMIS standard;
- software products to assist with the completion of AVETMISS data files;
- course/module and training packages/units of competencies AVETMISS codes; and
- AVETMISS validation software to ensure your data is correct.
The VET provider collection data is submitted in 11 data files containing data elements to produce what are known as NAT files.
Listed below is a brief overview of each NAT file. For more detailed information on NAT files and their file specifications, format and content etc see the link at the end of each file title.
Training Organisation (Nat00010) File Training organisation (NAT00010) [RTF 50KB]
The Training Organisation (Nat10) File provides information about the training organisation for the national VET data collection.
The RTO Id must be left justified with spaces for fill characters.
For each unique Training Organisation Identifier in the Nat10 file there must be at least one corresponding record in the:
- Training Organisation Delivery Location (Nat20) File or
- Qualification Completed (Nat 130) File
The Training Organisation Identifier and Training Organisation Name in combination must match the registered training organisation code and name combination listed on the National Training Information Service (NTIS).
Training Organisation Delivery Location (Nat00020) File Training provider location (NAT00020) [RTF 40KB]
The Training Organisation Delivery Location (Nat20) File provides a record of training delivery location details during the collection period. The file is used to distinguish between delivery locations for training organisations.
For each unique Training Organisation Identifier in the Nat20 file there must be one corresponding record in the Nat10 file.
For each unique Training Organisation Delivery Location Identifier in the Nat20 file there must be at least one corresponding record in the Nat120 file.
Address information must be the physical location of the delivery location associated with enrolment activity within a training organisation during the collection period.
Course (Nat00030) File Courses/training packages (NAT00030) [RTF 40KB]
The Course (Nat30) File contains a record for each qualification or course associated with enrolment activity and completed qualifications during the collection period.
A qualification or course is a structured program of study that may include practical experience.
For each unique Qualification/Course Identifier in the Nat30 file there must be at least one corresponding record in the:
- Enrolment (Nat 120) File or
- Qualification Completed (Nat 130) File
The Qualification/Course Identifier and Qualification/Course Name in combination should match the course code and course name combination listed on the National Training Information Service (NTIS).
Module/Unit of Competency (Nat00060) File Modules/units of competency (NAT00060) [RTF 40KB]
The Module/Unit of Competency (Nat 60) File contains a record for each unit of competency or module associated with enrolment activity during the collection period.
A unit of competency or module can be studied independently but is usually offered as part of a national training package qualification or course.
The field table provides information on the required fields in the data collection. It shows the position, length and type (alphabetical or numerical) for each field.
For each unique Module/Unit of Competency Identifier in the Module/Unit of Competency (Nat60) File there must be at least one corresponding record in the Nat120 file.
The Module/Unit of Competency Identifier and Module/Unit of Competency Name in combination should match the unit of competency code and unit of competency name combination listed on the National Training Information Services (NTIS).
Client (Nat00080) File Clients (NAT00080) [RTF 40KB]
The Client (Nat 80) File contains a record for each client who has participated in VET activity or has been awarded a qualification during the collection period.
A client is an individual who is engaged in VET training activity or has completed a VET qualification.
If Client Identifier exists with a Disability Flag of ‘Y’ in the Nat80 there must be at least one corresponding record in the Nat90 File.
If Client Identifier exists with a Prior Educational Achievement Flag of ‘Y’ in the Nat80 there must be at least one corresponding record in the Nat100.
For each unique Client Identifier in the Nat80 file there must be at least one corresponding record in the:
- Enrolment (Nat 80) File and
- Client Postal Details (Nat 85) File
The Nat80 file must contain one record for each unique Client Identifier reported in either the Nat120 file or the Nat130 file.
Client Postal Details (Nat00085) File Client postal details file (NAT00085) [DOC 45.5KB]
The Client Postal Details (Nat 85) File stores address details of clients for mailing lists.
For each unique Client Identifier in the Client Postal Details (Nat85) file there must be one corresponding record in the Nat80 file.
Where a student does not provide an emailing address, record a dummy email address where the dummy address is composed as follows: asked.not.provided@<student’s given name>.<student’s family name>.tas.gov.au
Disability (Nat00090) File Client disability (NAT00090) [RTF 40KB] and Disability field definitions [PDF 102KB]
The Disability (Nat 90) File contains a record for each disability, impairment, or long-term condition associated with a client. A client may have more than one type of disability, impairment, or long-term condition. The information assists with analysis for access and equity purposes.
For each unique Client Identifier in the Disability (Nat 90) File there must be one corresponding record in the Nat80 file.
Prior Educational Achievement (Nat00100) File Client prior educational achievements (NAT00100) [RTF 40KB]
The Prior Educational Achievement (Nat100) File contains a record for each type of prior educational achievement for a client. A client may have more than one type of prior educational achievement.
It assists with the analysis of pathways and skill levels of clients entering training.
For each unique Client Identifier in the Prior Educational Achievement (Nat100) File there must be one corresponding record in the Nat80 file.
Enrolment (Nat00120) File Enrolments (NAT00120) [RTF 40KB] with State Funding Source mapped to the National Funding Source [Word 43KB] and Reason for study [RTF 40KB]
The Enrolment (Nat120) File contains a record for each unit of competency or module enrolment for a client at a training organisation’s delivery location during the collection period.
This information is used to measure training activity and output for the VET sector.
For each unique Training Organisation Delivery Location Identifier in the Enrolment (Nat120) File there must be one corresponding record in the Nat20 file
For each unique Qualification/Course Identifier in the Enrolment (Nat120) File there must be one corresponding record in the Nat30 file.
For each unique Module/Unit of Competency Identifier in the Enrolment (Nat120) File there must be one corresponding record in the Nat60 file.
For each unique Client Identifier in the Enrolment (Nat120) File there must be one corresponding record in the Nat80 file.
The State Funding Source and Purchasing Contract Id must be entered where applicable.
Qualification Completed (Nat00130) File Qualifications completed (NAT00130) [RTF 40KB]
The Qualification Completed (Nat130) File provides profile information about clients completing the requirements of qualifications or courses, either during the collection period or in a prior collection period (where the qualification or course completion has not previously been reported). This information is used to measure successful outcomes from the VET sector.
For each unique Training Organisation Identifier in the Qualification Completed (Nat130) File there must be one corresponding record in the Nat10 file.
For each unique Qualification/Course Identifier in the Qualification Completed (Nat130) File there must be one corresponding record in the Nat30 file.
For each unique Client Identifier in the Qualification Completed (Nat130) file there must be one corresponding record in the Nat80 file.
The Qualification Completed (Nat130) File must not contain records that have been reported previously in the national collection.
The on-the-job component is to be completed before the qualification can be reported.
Senior Secondary Education (Year 11 or Year 12) and Junior Secondary Education (Year 10) are recognised as qualifications attained when delivered within the VET sector and can be recorded in the Qualification Completed (Nat130) File.
If a client has completed one qualification or course that entitles the client to receive more than one level of qualification, only the highest level of qualification conferred for that particular qualification or course should be reported.
Commercially available software packages will prepare these files for submission to Skills Tasmania. Providers may also develop their own, but this may be expensive and time consuming.
The AVETMISS (VET provider collection) lists the business rules for each of the above data files. For example, providers should also ensure that national codes are used for the training delivery. These are then reported in the NAT00030 and NAT00060 files.

Software products and reviews
Skills Tasmania does not endorse any particular product. Providers should investigate the products to ensure they are compatible with their business requirements and state reporting requirements. Following are links to software suppliers web sites.
National Training Information Service (NTIS) course codes
The AVETMISS collection relies on providers using the correct course/module or training package/unit of competency codes and titles. This information can be found at the National Training Information Site.
The codes and titles should be entered into the enrolment software exactly as they appear on the above website.
AVETMISS validation software
The statistical information must be validated and error free prior to it being sent to Skills Tasmania. This is done using the AVETMISS validation software. This software checks to ensure required data items are not missing and that the data are internally consistent. This reduces the need for follow up.
