Funding/Subsidies for Training

Skills Tasmania provides training subsidies for people entering the workforce for the first time or re-entering the workforce; retraining for a new job; or upgrading skills for an existing job in accordance with the Government’s social and economic policy.

Registered Training Organisations (RTOs), both public and private, can apply to deliver a range of qualifications or training programs to people. Skills Tasmania provides The Skills Institute (formerly TAFE Tasmania) with a Grant to cover an agreed minimum level of training. The Skills Institute plays an important public provider role in achieving the targets of Tasmania’s Skills Strategy.  The Skills Institute can also access subsidies open to all RTOs. Skills Tasmania also has an agreement with the Tasmanian Polytechnic to subsidise training to individuals seeking skills to enter the workforce or upgrade skills for career development.

2012 - 2014 Skills Tasmania Agreement
All Registered Training Organisations (RTOs) are required to enter into a Funding Agreement with Skills Tasmania when obtaining funding or a subsidy for training with Skills Tasmania. It applies to all programs except Adult Literacy Programs.
Laurel (Data reporting and payment system for RTOs)
Laurel is an application that has been purpose built for the management of funding agreements, payment of training delivered by RTOs and where training is funded by Skills Tasmania. The system aims to streamline business processes for clients so that submissions of claims for payment are integrated with mandatory AVETMISS data reporting.
AVETMISS (VET Provider) collection and audit
One of the requirements of an RTO accessing public funds is to provide statistical reports on training delivery. The Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) for VET Providers is a national data standard. It ensures the consistent and accurate capture and reporting of vocational education and training (VET) information about students. The Standard details the information to be collected by RTOs regarding the training activity they offer.
Funding/Subsidies for Apprenticeships and Traineeships (User Choice)
Provides an overview and definition of User Choice. Includes Tasmanian policies and strategies and a list of available traineeship and apprenticeship qualifications in Tasmania.
Productivity Places Program
The Productivity Places Program (PPP) funds the delivery of qualification-based training to both job seekers and existing workers, which is delivered in an industry-driven system, ensuring that training is responsive to both the needs of business and of participants.
Workplace Skills Program
The Workplace Skills Program (formerly TasSkills) is a contestable program, designed to subsidise delivery of nationally-accredited units of training that meet a specific need within an industry, occupation or enterprise. The objective of the program is to support skill set based training in line with the priorities of the Tasmanian Skills Strategy, to fill the gaps in the training system and to meet needs not covered by other funding programs.
Tasmanian Skills Investment Program (TasSkills)
The principal purpose of TasSkills is to enable the Government to respond to emerging skill shortages through tendered skill programs. TasSkills has now been replaced by the Workplace Skills Program (WSP) which has been designed to respond to skill development needs identified by industry and enterprises; communities and individuals.
Skills Equip
Skills Equip is an annual equity-focussed competitive tendering program for the delivery of accredited training. All registered training organisations are eligible to submit a proposal under the Skills Equip program.
Adult Literacy Programs
The Adult Literacy Community Grants Program and Employer Pledge Program provide funding to community organisations, employers, industry associations and registered training organisations to improve literacy in workplaces and the community.
Request to Change Program
The Request to Change Program online form allows you to request a change to a contracted program whether it's for Productivity Places Program, Workplace Skills Program or Skills Equip. You may only request changes to places, qualifications or units within the initial calendar year of your contract.
