Category 1 changes
The Training Package has been updated to the new unit structure and format and has been analysed and updated to improve the way Employability Skills are incorporated.
The Training Package has been reviewed in close consultation with Industry, regulatory authorities and RTOs to ensure a closer alignment with regulatory requirements while preserving the valued flexibility of the existing qualifications and packaging arrangements. To achieve this the Maritime Training Package has been organised into three streams of qualifications:
- A coastal operations stream closely aligned with State and Territory certification arrangements for maritime occupations described and defined in Part D of the National Standard for Commercial Vessels.
- An ocean-going stream closely aligned with AMSA certification arrangements for maritime occupations described and defined in Marine Orders under the Navigation Act and the STCW Code of the International Maritime Organisation.
- An unregulated qualifications stream allowing the tailoring of qualifications to a range of non-regulated maritime occupations which provide a range of important support services on vessels.
To achieve these outcomes all units have been modified to some degree, the majority being related to the change in format and enhanced incorporation of Employability Skills. Other changes have involved the development of new units, the splitting of units, the combining of units into new units and the modification of units to achieve the recommended more direct alignment with regulatory requirements.

The access consulting sector has been redeveloped with 45 industry-specific, and 43 imported units of competency. This reflects a decrease in the number of industry-specific units of competency.
- the unit PRDAC501A Access document of building work for access and conduct inspections during the building process was split into two new units (CPPACC5001A Access documentation of building work for access compliance and CPPACC5002A Inspect access compliance during the building process) to accurately represent the functions in the workplace;
- a new unit CPPACC5019A Coordinate the development of Disability Discrimination Act Action Plans was added to address a workplace function;
- several unit titles were modified to reflect intent more accurately;
- a number of industry-specific access consulting units were replaced with suitable cross-industry generic units;
- range statements were revised, and in some cases upgraded, to ensure that they reflected accurately the scope of work performed in each unit, particularly those related to the design function or the provision of higher-level access advice;
- Employability Skills were embedded (and key competencies removed) in all access consulting units;
- units of competency and qualifications were updated to meet compliance requirements for the National Training Information Service (NTIS) Training Package templates;
- packaging rules were modified by altering some core and elective units;
- packaging rules were modified to include audit functions in both qualifications; and
- three access auditing skill sets were developed.
