Introduction
This guide has been established to facilitate applications for the approval of any nationally recognised qualification as an apprenticeship/traineeship and to apply for funding once the apprenticeship/traineeship qualification has been approved in Tasmania.
Applications for approval and funding may be lodged at the same time or separately.
Once a Training Package has been endorsed, the application forms may be completed and submitted to Skills Tasmania to enable implementation to occur as quickly as possible. Each part of the application may be used individually where applicable.
To enable funding approval to occur quickly nominal reporting hours and example programs for each qualification must be available at the time of application.
This guide and the application form is designed for:
- Qualifications to become available as apprenticeships/traineeships; and
- Apprenticeships/traineeships to be funded under User Choice Arrangements.

Background information
Qualifications available as apprenticeships/traineeships are nationally recognised qualifications which have been approved by the Tasmanian Training Agreements Committee (TTAC) as being suitable to be undertaken through a training contract by an employer and employee.
An apprenticeship/traineeship qualification may be approved to be undertaken on the following basis:
- Full-time
- Part-time
- School-based
The following are the minimum conditions that need to be in place prior to the submission of an application for approval of a nationally recognised qualification as an apprenticeship/traineeship:
- appropriate industrial agreements are in place to support employment and training arrangements;
- a statement of relevant industry party support*;
- nominal term is specified (the suggested length of time required for achievement of the qualification under a training contract);
- a statement on whether part-time employment arrangements are suitable for delivery of the qualification under a training contract; and
- a statement on whether school-based training and employment arrangements are suitable for delivery of the qualification under a training contract.
* Industry parties are those enterprises, unions and associations that have an interest in the training to be provided. In cases where there are specialized needs, the ability of RTOs to deliver the training might need to be considered.
Once a decision has been made to approve an apprenticeship/traineeship, details are published on the apprenticeship and traineeship lists.
Part-time conditions
The following conditions apply to part time contracts unless otherwise approved by the Tasmanian Training Agreements Committee (TTAC).
- the maximum term of the contract is no more than twice the original term;
- the minimum term is no less than the original term plus half the original term;
- employment is for a minimum of 20 hours per week and can only be varied by application to TTAC;
- training time is paid employment time;
- appropriate industrial arrangements must be in place;
- any other conditions specific to the apprenticeships/traineeships must be fulfilled.
Funded apprenticeships/traineeships
The Tasmanian State Government has agreed to contribute funds toward the training component of some apprenticeships/traineeships, which are then known as funded apprenticeships/traineeships.
Apprenticeships and traineeships are assessed for funding in accordance with the User Choice policy. Applications for funding will need to address the requirements in the funding application.
