On 27 May 2002 the Government implemented its new Building & Construction Training Policy Statement.
The policy is designed to ensure that expenditure on Government-funded capital and maintenance works contributes to the maintenance of skills within the building and construction industry, thus enabling it to make a positive contribution to the performance of the Tasmanian economy.
It will also provide employment and career opportunities for Tasmanians undertaking an apprenticeship or traineeship.
Review of the Policy
(June 2003)
In 2002 the Government implemented its Government Building & Construction Training Policy. The policy requires contractors to employ apprentices and trainees on Tasmanian Government building and construction projects, including residential and non-residential and maintenance works, valued at $250,000 or more.
Cabinet approval for the policy included the requirement to review the effect of the policy in achieving its objective of increasing training in building and construction occupations.
The review was completed in 2003.
Review outcomes and recommendations were outlined in a submission to Cabinet, which decided that the policy continue and be monitored with an additional variations clause.
Variation Clause
“A Government Department or contractor may apply in writing to the Deputy Secretary (VET Strategies), or delegate, Department of Education, for a variation from the provisions of the Policy where it can be demonstrated to the Deputy Secretary (VET Strategies), or delegate, that compliance may eventuate in circumstances of hardship related to the limited amount of total labour hours in the contract due to the nature of the activities”.
